Program 1: CCTV Home Rebate

  • Status: Applications for the 2024-25 financial year closed early due to high demand. The next funding round is scheduled to open on July 1, 2025.
  • Eligibility:
    • Applies to residential properties within the City of Cockburn.
    • Applicant must be the property owner, an authorised agent, or a tenant with the owner’s signed consent.
    • Applicants must NOT hold a WA Seniors Card or Pensioner Concession Card (these cardholders should apply for the Seniors Security Rebate instead).
    • Cannot have received prior funding for CCTV via the Seniors Security Rebate.
    • The property must have a public angle field of view (overlooking road, footpath, verge, etc.). Rear properties or those with limited public view are ineligible.
    • The CCTV system must be supplied and installed by a registered business holding a Security Agents Licence Number, located within the City of Cockburn.
    • The system must be registered with WA Police Cam-Map WA.
    • Applicants must agree to share footage with police if requested.
    • No outstanding debts with the City.10
    • Local, State, and Federal Government properties are ineligible.
  • Covered Items:
    • New or upgraded CCTV systems (product and installation fees).
    • Minimum technical specifications for the public-facing camera: 4-megapixel resolution, continuous recording capability for at least 30 days, night-time functionality, hardwired camera.
    • Must meet the Face Recognition (50%) requirement of the Australia and New Zealand Police Recommendations for CCTV Systems Resolution Test Chart within 10 metres.
  • Rebate Amount: Up to 50% of the total cost, with a maximum rebate of $500 per project/household per financial year.
  • Application Steps: This program requires pre-eligibility approval.
  • Step 1 (Pre-eligibility): Review Terms & Conditions. Obtain at least three quotes from licensed security installers within Cockburn. Complete the ‘Pre-eligibility Form’ online and attach quotes. Await email confirmation from the City before proceeding.
  • Step 2 (Post-approval): Once eligibility is confirmed via email, engage the chosen licensed installer (ensuring they are aware of minimum specs). Install and pay for the system. Register the system on the WA Police Cam-Map website and save the confirmation email. Complete the final application form (link provided in the confirmation email) within 60 days of receiving eligibility confirmation, attaching all required evidence.

Program 2: Seniors Security Rebate

  • Status: Applications are open from 1 July to 31 May each year, unless the allocated funds are exhausted prior.
  • Eligibility:
    • Applicants must hold a valid Pensioner’s Concession Card or WA Senior’s Card.
    • Must reside in the City of Cockburn.
    • Renters must obtain permission from the homeowner prior to installing items.
    • Only one rebate per household per financial year.
  • Covered Items:
    • General security items.
    • Roller shutters.
    • CCTV systems.
    • All service providers (installers) must hold a valid security license.
  • Rebate Amount:
    • Up to $200 for general security items.
    • Up to $300 for roller shutters.
    • Up to $500 for CCTV systems.
  • Application Steps:
    • Applications are submitted via a SmartyGrants online form.
    • Applicants must agree to the Terms and Conditions outlined in the form.
  • Required Documents:
    • Proof of eligibility (Pensioner Concession Card or WA Senior’s Card).
    • Proof of residency within Cockburn.
    • Receipts and/or invoices dated within the current financial year (previously approved receipts cannot be resubmitted).
    • Details of the service provider’s security license may be required.
